Preheat your oven to 350 degrees. Line the bottom of a 9 inch square pan with aluminum foil, and then lightly grease as well.
Microwave chocolate chips and butter together until melted together. About 90 seconds, stirring every 30 seconds.
Whisk in the sugar and then add in the eggs, one at a time. Blend after each addition and then gently stir in the flour, baking powder, vanilla extract, salt, and the green food coloring.
Pour the mixture into the prepared pan and bake for 45-50 minutes, or until a toothpick inserted in the middle of the brownies comes out clean.
Cool brownies on wire rack completely, about 2 hours, before frosting them.
